Around the EDF sit several focused instruments that also move public money into the sector.
What it funds
EDIRPA (Reg 2023/2418) incentivises joint procurement of urgent capabilities. ASAP (Reg 2023/1525) ramped up ammunition production (time-limited, expired mid-2025). STEP (Reg 2024/795) adds ~€1.5bn from the EDF and awards a 'Sovereignty Seal' that unlocks privileged access to EU and national funds for critical-tech projects. Horizon Europe (Reg 2021/695) funds civil R&I with strong dual-use relevance (security, space, EIC deep-tech).

Per instrument — EDIRPA needs member-state consortia; STEP scores projects under five direct-management programmes; Horizon follows its own rules.
