The bulk of defence and dual-use public spending is contracted through procurement. EU and above-threshold national contracts are published on TED (Tenders Electronic Daily), the EU's official procurement journal — both the tender notices and the award notices that reveal who won.

Goods, works and services — from individual equipment to multi-year framework agreements.
Who is eligible
Open competition under EU procurement law; defence-specific procurement runs under Directive 2009/81, with the Article 346 TFEU national-security carve-out for the most sensitive contracts (which are not published).
How to access
Bid via TED and the national procurement portals; track open tenders by deadline and awards by winner.
