The eligibility gate
Across EU instruments, the same gate decides who qualifies: it is built to keep control, technology and value inside the Union. Getting it wrong disqualifies an otherwise strong bid.

Who is eligible
Core tests: EU/associated establishment and control; at least 65% EU/EEA component cost (EDIP); the product's design authority in the EU; the SAFE foreign-content cap; and, for foreign-controlled entities, the Article 9 derogation — plus FDI and ultimate-beneficial-owner (UBO) screening.
How to access
Structure the entity, the IP and the supply chain to qualify before you apply; if foreign-controlled, secure a host member-state guarantee (Article 9).
