Member states remain the biggest defence buyers. National budgets, special funds and procurement-acceleration laws often dwarf the EU instruments in near-term volume — and above EU thresholds their contracts are published on TED.

National capability programmes and procurement; e.g. Germany's multi-year framework and acceleration acts, Romania's SAFE-linked allocation.
Who is eligible
National rules and acceleration laws (for example Germany's procurement acceleration act, BwPBBG); above-threshold contracts follow EU procurement law.
