DFM Professional Packs
Internal screening tools for EU defence funding, ownership control and procurement readiness.
Three downloadable packs — editable workbooks and template sets that turn the
EU's eligibility, control and procurement tests into one structured internal file. Every
screening question is anchored to the relevant official provision.
One-off licence · Digital delivery after checkout · No subscription
Advisory and Enterprise licences may also be purchased by invoice.
- Built on EUR-Lex and official Commission texts
- Article-level anchors throughout
- Versioned, with a stated source-check date
- Secure checkout by Stripe
- VAT invoice issued
The tests now run before the money.
EDIP, SAFE and the EDF do not start with your product — they start with your ownership, your executive management, your component origins and your partners. Investors face national FDI screening today, ahead of the EU framework applying in January 2028. Suppliers meet the same questions in prime-contractor intake. These packs let you run those tests on yourself first — before advisors, authorities or counterparties do.

The method behind every pack
Every pack separates three layers of information: official sources (every question anchored to the relevant provision at article level; the full instrument register — CELEX numbers and direct EUR-Lex links — is delivered inside each pack as the Source Register), DFM's operational structuring (the questions, in the right order), and your own entries (which only you control). The workbook never blends them.
Nine preliminary flags — the only outputs the workbooks produce
Every screening question resolves to one of a closed vocabulary of
nine preliminary flags. No tab ever produces a legal conclusion.
- low preliminary flag
- medium preliminary flag
- high preliminary flag
- requires specialist review
- insufficient information
- source-dependent
- programme-specific verification required
- national screening review may be required
- export-control specialist review required

What these packs are not
Preliminary-use tools only. These packs are not legal advice, not an export-control classification, not FDI-screening advice, not investment advice, and not a regulatory certification. They do not determine eligibility for EDIP, SAFE or EDF. Consult qualified advisors before any decision.
Who makes this

The Professional Packs productise the screening framework used across DFM's analytical work: the same regimes, the same source discipline, packaged as tools you run internally. For continuous monitoring on top of the framework, see DFM Intelligence.
