What's inside
EDIP, SAFE and EDF each apply their own entity, product and R&D tests, and primes increasingly push those tests down the supply chain before a consortium is even formed. Suppliers that arrive with the evidence already structured get into consortia; suppliers that improvise get screened out. This pack structures that preparation.

No — it does not guarantee consortium admission or prime qualification, and only the awarding authority determines eligibility.
