The Structure for European Armament Programme is designed to address a specific defect in European defence cooperation: the gap between political agreement on joint capability needs and the legal, financial and industrial machinery required to turn those needs into sustained armament programmes.
Under EDIP, a SEAP is not a funding line, a procurement label or a PESCO project by another name. It is a dedicated legal structure through which participating states and eligible partners may organise development, common procurement, lifecycle support, readiness pools and industrial availability under a more durable programme architecture.
