The Structure for European Armament Programme is designed to address a specific defect in European defence cooperation: the gap between political agreement on joint capability needs and the legal, financial and industrial machinery required to turn those needs into sustained armament programmes. Under EDIP, a SEAP is not a funding line, a procurement label or a PESCO project by another name. It is a dedicated legal structure through which participating states and eligible partners may organise development, common procurement, lifecycle support, readiness pools and industrial availability under a more durable programme architecture. Its importance lies in whether it can convert fragmented national demand into bankable, contractable and industrially meaningful commitments.
The report is structured in four sections. It first defines the SEAP in law, explaining its status, establishment, membership, statutes, governance and relationship with the EDIP Regulation. It then examines the financial and procurement architecture, including EDIP funding, work-programme incentives, procurement treatment, liability, fiscal questions and implications for sovereign and private-capital readers. The third section assesses industrial consequences, from demand aggregation and supply-chain inclusion to lifecycle management, design control, readiness pools, Ukrainian defence-industrial integration and export-control friction.
The final section places the SEAP within the wider European defence ecosystem, comparing it with PESCO, EDF, EDA, OCCAR, NSPA and NATO-linked planning processes, before identifying the signals that investors, corporates and public authorities should monitor as the first SEAPs and EDIP-funded actions emerge. A Structure for European Armament Programme under Regulation (EU) 2025/2643 is a legal vehicle and governance framework for cooperative armament programmes, not a fund, not a project label, not a PESCO project, not an agency and not a routine procurement consortium.
