About this report

The Security Action for Europe (SAFE) Regulation is a proposed EU Council Regulation aimed at rapidly strengthening Europe’s defence industrial capacity in light of an acute security crisis.

Introduced in 2025 as part of a broader “ReArm Europe” initiative, SAFE establishes a new financial instrument to support urgent and major defence investments by EU Member States.
