What this report covers
Technologies: Autonomous Systems, Robotics & Swarms, Directed Energy Weapons, Hypersonics & Advanced Missile Systems, Energetics, Propellants & Smart Munitions. Countries: Italy, Spain. A sourced, structured 8-page analysis for European defence and dual-use decision-makers, from the DFM research desk and built on official and primary sources.
About this report
The DES project was approved on 27 May 2025 as part of the EU’s sixth PESCO wave. Coordinated by Italy (with Spain as a partner), it aims to develop a modular, scalable high-energy laser weapon to be mounted on mobile platforms.
Its focus is on enhancing surface-based air and missile defence (SBAMD) at short and very-short range (SHORAD/VSHORAD), explicitly countering drones (C-UAS), rockets, artillery and mortar fire (C-RAM). Key objectives include: Counter-threat capability – defeating small UAVs, loitering munitions, cruise missiles, rockets/artillery/mortar rounds (RAM) with a directed-energy effector.

- How does Italy's coordination with Spain shape the DES project's focus on SHORAD/VSHORAD air and missile defence?
- Which threats - drones, loitering munitions, cruise missiles, and RAM - is the directed-energy effector designed to defeat?
- What dual-use and commercialization potential does the modular, scalable DES laser architecture open up?
