The European Defence Industry Programme (EDIP) , adopted by the Council of the European Union on 7 November 2025 ( Council document 14814/25 ), creates for the first time a unified financial architecture for Europe’s defence industrial policy.
This framework reflects a fundamental shift: defence is no longer treated purely as expenditure but as a productive and strategic investment . The Regulation introduces a system of blended finance—combining grants, equity, and loans—to mobilise both public and private capital in support of the European Defence Technological and Industrial Base (EDTIB).
