Germany’s unprecedented fiscal overhaul reshapes Europe’s strategic environment. In March 2025 the Bundestag approved a constitutional amendment decoupling all defence and security spending above 1 % of GDP from the “debt brake” . In practice this allows effectively unlimited Bundeswehr spending beyond roughly €44 bn per year.
Simultaneously, the coalition deal created a €500 bn multiyear investment fund , largely for infrastructure (transport, energy, digital, climate). Although dubbed a “defence fund,” only €100 bn of it was earmarked for federal infrastructure (with €400 bn federal, €100 bn federal states), and the existing €100 bn Bundeswehr Sondervermögen was folded into the new rules.
