The European Defence Industry Programme (EDIP) , adopted by the Council of the European Union on 7 November 2025 ( Council document 14814/25 ), introduces a new institutional instrument designed to give permanence and coherence to multinational armament projects: the Structures for European Armament Programmes (SEAPs) . Defined in Articles 33 to 39 of the Regulation, SEAPs are international legal entities established to manage cooperative defence programmes across their entire life cycle, from design and procurement to maintenance and decommissioning.
