Europe’s ability to equip its armed forces efficiently has long been hampered by fragmented procurement systems, lengthy national procedures, and duplicated industrial efforts. The European Defence Industry Programme (EDIP) , adopted by the Council of the European Union on 7 November 2025 ( Council document 14814/25 ), addresses this structural weakness by creating a unified framework for collective acquisition of defence equipment.
The Regulation, through Articles 31 to 34 , establishes new instruments and procedural flexibilities that allow the Union and its Member States to act together as a coordinated purchaser.
