A key element of the European Defence Industry Programme (EDIP) , adopted by the Council of the European Union on 7 November 2025 ( Council document 14814/25 ), is its capacity to accelerate industrial production without compromising essential legal safeguards.

To ensure that Europe’s defence manufacturing base can expand rapidly in times of strategic urgency, the Regulation introduces a set of temporary derogations concerning environmental authorisations, construction permits, and labour regulations.
