One of the most innovative features of the European Defence Industry Programme (EDIP) , adopted by the Council of the European Union on 7 November 2025 ( Council document 14814/25 ), is the creation of a common framework to connect European and Ukrainian defence industries with public buyers through a structured, transparent, and permanent market interface.
This framework is embodied in the Military Sales Mechanism (MSM) and the Defence Industrial Readiness Pools (DIRPs) , introduced in Chapter IIc (Articles 21k–21o) of the Regulation.
