Fortifying the Seabed: The European Strategy for Submarine Cable Security

Submarine data cables serve as the invisible backbone of the European digital economy, carrying nearly 99% of all intercontinental internet traffic. Despite their criticality, these undersea networks remain highly vulnerable to both technical failures and deliberate acts of sabotage. In response to these escalating risks, the European Commission unveiled a comprehensive security strategy on February 5, 2026. This initiative follows a detailed risk assessment concluded in October 2025, which highlighted urgent vulnerabilities across the Union’s maritime borders.

By integrating regulatory tools with substantial financial backing from the Connecting Europe Facility (CEF-Digital), the EU aims to fortify its digital sovereignty. This analysis examines the strategic framework designed to protect this vital infrastructure. It details the “Cable Security Toolbox” for risk mitigation and the €347 million investment plan allocated for resilience projects. Furthermore, it explores the creation of a priority list for “Cable Projects of European Interest” (CPEIs) and the deployment of rapid repair modules.

The following sections provide an in-depth look at the technical and financial pillars of this landmark security plan, including the Baltic Sea pilot and SMART cables. The “Cable Security Toolbox” represents the primary policy instrument introduced to mitigate risks to undersea connectivity. Developed by the European Commission in collaboration with the Cables Expert Group and ENISA, it outlines six strategic and four technical measures to address vulnerabilities. These measures target threats ranging from environmental hazards to intentional physical damage by hostile actors.

The toolbox provides a harmonized approach for Member States to identify risks and implement standardized protection protocols across their maritime jurisdictions. By creating a unified security standard, the EU aims to prevent fragmented national policies that could leave certain segments of the backbone network exposed. This collective defense mechanism ensures that security investments are targeted where they are most needed for Union-wide resilience.
