In September 2025, NATO's DIANA accelerator narrowed a field of more than 2,600 proposals to fifteen companies invited into Phase 2. One of them was Tactical Edge Systems, a Massachusetts firm that did not exist two years earlier. Incorporated in Delaware in 2024 and headquartered in Billerica, with additional sites in California and Maryland, the startup collected a €300,000 non-dilutive grant and entry to the alliance's test-centre network under the Energy & Power challenge. For a venture still raising its seed round, that is an unusually fast climb into allied procurement conversations — and a useful case study in how quickly the innovation pipeline can pull a niche supplier toward European relevance.
The proposition is narrow by design: keep small units powered and connected where grids, cell towers and fuel convoys cannot be assumed. The Moonshine generator produces hydrogen on demand from water and reactive materials, an approach the company says was assessed at TRL 7 during a U.S. naval exercise. The ØTower tethered aerostat lofts radios or sensors to restore line-of-sight links, and has run field pilots in the Indo-Pacific and Africa. GRWLR, a mesh-networking suite judged around TRL 6, holds data links together when conventional networks fail. The least mature element — a robotic refueler for long-range uncrewed systems, placed at TRL 5-6 — is precisely what DIANA Phase 2 is meant to push forward at NATO test sites.
The pedigree is American through and through. CEO Erik Limpaecher previously led the Energy Systems Group at MIT Lincoln Laboratory; co-founder Mark Donahue appears alongside him as inventor on the underpinning patents. The foundational IP sits with MIT — including US11761143B2, granted in September 2023 and co-assigned with the U.S. Marine Corps, plus reactor and lifting-gas applications published between 2022 and 2025 — with no equivalent European filings identified. Before DIANA, the firm had won two U.S. SOCOM SBIR contracts, reached the finals of an Army innovation competition, and earned FedRAMP authorisation for an earlier logistics platform. It has even worked with IBM's services arm on a logistics wargame.
Seen from Europe, the picture is more ambivalent than the DIANA headline suggests. Tactical Edge Systems has no permanent offices in any EU member state, no trace in EDF or Horizon award lists, and no PESCO involvement — none of which surprises for a U.S.-domiciled company barely a year old. Its sovereignty contribution, which DFM scores at 5 out of 10, is indirect: substituting allied-controlled hydrogen and mesh technology for batteries and telecom gear tied to Chinese supply chains serves the EU's dependency-reduction agenda, yet everything about the company's access route runs through NATO channels rather than EU instruments. U.S.-origin software, U.S. export licensing and MIT-held patents all stand between the capability and any claim of European control. The interesting question is not whether the kit works — the TRL record suggests it broadly does — but on whose terms Europeans would ever field it.
Three tests over the coming DIANA phase will show whether this is a genuine European capability in the making or simply an American one that Europeans may rent: — Will Phase 2 trials at test centres in Europe produce a first contract, pilot or licensing arrangement with an EU member-state force, or does adoption stay confined to U.S. customers? — Will the MIT-anchored patent estate be extended into European jurisdictions — or licensed for production on the continent — giving buyers assured access rather than import dependence? — Can a seed-stage team of former U.S. lab engineers navigate export controls, source-code assurance and third-country participation rules fast enough to matter inside EU frameworks, or will a European competitor occupy the niche first?
