Integrated Air & Missile Defence (IAMD) had long been a continuous NATO mission, but it was largely oriented towards limited ballistic missile attacks from outside Europe and routine air policing, not the high-intensity salvos of cruise missiles, drones, and hypersonic weapons that a peer adversary like Russia could unleash.
