Warren Concrete OÜ (WaCon) is an Estonian Warren Group company specializing in precast concrete structures . In 2024 the Estonian Centre for Defence Investments (ECDI) contracted WaCon to produce and test prototype fortified bunkers for the Baltic Defense Line .

These 35 m² modular reinforced-concrete shelters are engineered to withstand direct 152–155 mm artillery strikes , embodying an advanced materials/manufacturing capability that directly supports NATO/EU forward defence doctrine . By supplying domestically-built anti-mobility fortifications, the company contributes to European strategic autonomy and deterrence.
