About this report

Latvijas Valsts ceļi (LVC) is the Latvian state authority charged with managing the national road network. As a government‐owned enterprise, it oversees planning, construction and maintenance of highways, bridges and auxiliary road infrastructure.

Though not a defence technology developer per se, LVC’s portfolio of heavy machinery and infrastructure projects has assumed growing strategic importance amid Eastern European security challenges. Roads and bridges are critical for military mobility and civilian resilience, and LVC’s work on mobility corridors and border fortifications intersects with Latvian defence planning.
