Objective
European societies face increasingly complex and interconnected disaster risks driven by climate change, urbanisation, and systemic dependencies. RESILIACT addresses these challenges by developing and validating an operational, web-based RESILIACT Platform that enables multi-hazard impact forecasting, impact-based early warning, and anticipatory decision-making. The Platform integrates five interoperable components: (1) the Multi-System Data Interoperability Framework (MSDIF), ensuring harmonised data exchange across hazard, exposure, and vulnerability domains; (2) the Multi-Hazard Interaction Framework (MHIF), modelling concurrent and cascading hazard processes; (3) the Multi-Hazard Impact Forecast-Based Early Warning System (MIF-EWS), translating hazard interactions into actionable impact forecasts; (4) the Decision Support System (DSS), linking forecasts to decisions through predefined rules and thresholds; and (5) the Multi-Channel Emergency Risk Communication (MCERC) environment, enabling coordinated, accessible, and trusted risk communication. Co-created through a Public–Private–Civil Partnership (PPCP®) and demonstrated across five Disaster Risk Management Innovation Hubs (DRMIHs) in the Nordic capitals—Oslo, Reykjavík, Helsinki, Copenhagen, and Stockholm—RESILIACT validates its solutions through real-world Living Lab exercises. The results will then be replicated in six additional regions across Europe and beyond, including Brussels, Attica, Bratislava, Lisbon, Canvey Island, and Algiers. By bridging data, decisions, and communication, RESILIACT strengthens Europe’s capacity for anticipatory, impact-based disaster risk governance and contributes directly to the EU Civil Protection Mechanism, the EU Climate Adaptation Strategy, and the Sendai Framework for Disaster Risk Reduction.
