Objective

The AEGIS (Adaptive Emergency Guidance and Interoperable Support) project strengthens Europe’s preparedness and response to complex, cross-border emergencies through a trusted, explainable, and interoperable AI Decision-Support System (DSS) for first responders and civil protection authorities. Built upon the field-proven Crimson Command-and-Control platform, AEGIS integrates advanced AI and Machine Learning tools with scientific models for floods, wildfires, earthquakes, radiological dispersion, and biological/chemical threats. The system fuses heterogeneous data, sensors, satellite, forecasts, and simulations, into decision-ready intelligence, supporting rapid, evidence-based action under human oversight. AEGIS delivers an agentic, human-centred Digital-Twin environment where authorities can visualise, simulate, and evaluate AI-generated plans in real time. Core innovations include a Reinforcement Learning Agent (ERLA) for adaptive decision-making, a Flexible Emergency Unified Response Simulator (FLEURS) for rehearsal and training, a Policy Compliance Engine for automated legal and doctrinal checks, and a Real-Time Adversarial Defence and Integrity Monitor ensuring AI robustness. Three cross-border demonstrations [flood and dam failure (Greece–Bulgaria), bio-chemical hazard (Italy–France), and nuclear emergency (Fennoscandia)] will validate interoperability, timeliness, and trustworthiness, engaging first responders, civil protection agencies, and authorities. Through continuous Human-in-the-Loop validation, AEGIS enhances situational awareness, coordination, and trust in AI-driven recommendations. By aligning with EU Civil Protection, the Preparedness Union, and the AI and Cyber Resilience Acts, AEGIS advances operational AI adoption, interoperability, and digital sovereignty in disaster management, providing a clear path from validated innovation to sustained European resilience.
