Objective
CARES aims to establish robust mechanisms that enhance dialogue among research and academic communities, practitioners, citizens, regional/local authorities across EU. Central to this is the delivery of a replicable framework integrating all-hazard, Whole-of-Government – Whole-of-Society (WoG-WoS) approaches and integrating these aspects into a training platform and digital tools (e.g Adaptive and Inclusive Emergency and Evacuation Plans) designed to strengthen emergency preparedness, response, and recovery in the face of climate change and geopolitical disruptions.The CARES framework combines participatory design, real-time data integration, and evidence-based training to support stakeholders, taking informed and coordinated action. Data for the tools and training module is collected establishing dialogue among stakeholders, ranging from citizens and first responders to regional and national authorities, through co-creation workshops. This ensures that training activities are grounded in practical, evidence-based solutions and facilitates the effective uptake of research results into policy and practice.Demonstration activities will be delivered across three sites in different European regions (Italy, Sweden and Germany), each exposed to locally relevant natural and climatic hazards and reflecting diverse social and institutional contexts. Indeed, these sites cover distinct risk profiles and governance structures, ranging from seismic and hydro-geological hazards in the Mediterranean, to flood and storm events in Northern Europe, and cascading disruptions to critical infrastructure in Central Europe.Through this integrated approach, CARES will contribute to building a resilient, informed, and collaborative European preparedness ecosystem. By involving authorities, researchers, and citizens throughout the design and implementation phases, the project will foster inclusive communication mechanisms and promote mutual learning.
