Objective

As the main goal of this project, we will deliver a federated, survivable resilience ecosystem that closes the two core gaps blocking operational cross-sector resilience: slow, bespoke integration across critical infrastructure (CI) operators, and the “connectivity paradox” whereby coordination platforms become unusable when communications fail, which is exactly the time they are most needed. Our solution combines a sector-agnostic semantic dataspace based on Asset Administration Shell (AAS) principles with a resilient edge architecture so that predictive, cross-sector decision support remains available on site even when networks are degraded or lost. We will demonstrate the approach in a major European port together with its power and telecom providers — ports are an ideal primary use case because they expose strong, multi-sector dependencies (power, telecoms), co-located assets (LNG terminals, cable landings), and cross-border supply chain impacts that make both semantic interoperability and edge survivability critically important — then scale via open calls to other critical infrastructure sectors such as healthcare, water, and transport.
