Objective
SHIELD addresses Europe’s growing exposure to complex and cascading crises where natural, technological, and human-made hazards increasingly intersect. Treating CBRN-E resilience not as a purely technical issue but as a challenge of governance, trust, and coordination, SHIELD will develop and validate an interoperable socio-technical system that enhances preparedness, communication, and operational continuity among authorities, critical infrastructure operators, first responders, and citizens. Integrating the MAESTRO operational management platform, the Adaptive Multi-Agency Coordination Engine (ACE), the Observation & Reporting tool, the Evacuation Simulation module, and the Citizen Mobile App into a unified digital ecosystem, SHIELD will strengthen decision-making, data sharing, and citizen engagement during multi-risk emergencies. Through interdisciplinary research, policy and legal frameworks, and participatory training as well as Table-top and Field Technical Exercises in Spain, Slovenia, Cyprus respectively, the project will link digital innovation with social science insights to build trust, inclusivity, and behavioural readiness. EU–LAC cooperation is encouraged through already established networks of SHIELD consortium members, creating Community resilience hubs, as well as a replicable model for cross-regional preparedness and self-sufficiency, directly contributing to the EU Preparedness Union Strategy 2024–2029 and the EU Disaster Resilience Goals.
