Objective
Human factors ultimately determine whether critical infrastructures (CIs) withstand disruption, as most failures stem from overload, coordination gaps, and low situational awareness rather than technology alone. HERMES-CI aims to develop a human-centered resilience management framework for European water and wastewater CIs, for deepening operators’ and authorities’ understanding of human factors. The framework is supported by an integrated Common Operating Picture (COP) with After Action Review for aiding post-incident investigations. This environment brings full situational awareness on the human-related capacity of the CI, by informing a Human Resilience Index that incorporates information on employees, such as real time fatigue status or cyber-threat awareness, providing improved risk and threat assessment and forecasting. Further, we introduce a novel agentic-risk analysis module with retrieval augmented, source-cited reasoning and strict provenance and multi-modal deception-cue analysis for insider threat detection, including privacy-compliant, cost-efficient background-check processes implemented with GDPR/DPIA, human-in-the-loop oversight, bias/fairness monitoring, and auditable provenance. A what-if scenario-building tool enables practitioners to create realistic preparedness scenarios visualized through a water-network Digital Twin within the COP, supporting the authoring of playbooks and standard operating procedures. HERMES-CI tools will be validated through trials in two water and wastewater CIs (AQUA, EOAL) and engaging CI operators, civil protection authorities, authorities responsible for CI resilience and security (CCD, HPOL, PSP), thus delivering its full platform at TRL5 by the end of the project and providing practitioner-validated training curricula that support uptake and replication, while laying the foundations for application to other CI sectors.
