Objective

The SPESAR (Space-based Presicion & Exact Surveillance with multilAteRation as a Service) project directly addresses Work Area WA3.2, “Enhanced CNS capabilities” of the IR02 Work Programme, with a focus on two R&I needs: “Satellite based multilateration (MLAT)”, and “CNS as a service"", targeting to raise up to TRL6 the IR-3-09 “Surveillance capabilities to increase ATM system robustness” and IR-3-01 “Resilient integrated Surveillance as a service” development actions.SPESAR leverages the outcomes of the ESA EURIALO project, a major space-centric initiative conducted by the same core partners, and intends to bring benefits to ANSPs through four main ambitions: -delivering by 2030-40 a global, space-based surveillance MLAT service, highly resilient to GNSS jamming and spoofing, certified for ATC separation-paving the way for the defragmentation of ATC Surveillance assets, as a strong move towards the Digital Sky.-enabling for the future optimization of Surveillance infrastructures, through the flexible combination of terrestrial and space assets-creating the basis of a global, EU-centric sovereign ATC surveillance infrastructure, securing the future of the wider EU aviation ecosystem in a changing geopolitical environment.SPESAR will therefore address the following objectives:-consolidate the operational needs of ANSPs, and further possible users, e.g. Military-develop a new SESAR Solution, the “Integrated Space & Ground Surveillance”, delivering a “Space-MLAT” service and an “Integrated Surveillance” service-perform an end-to-end validation of the new services, on multiple use cases in various operational environments -assess their business perspective through a CBA, and prepare for future operations through a certification roadmapSPESAR involves a core team of 6 ATM, Space and ICT industry players, a panel of 11 ANSPs from Europe and Asia, and an External Advisory Board involving Eurocontrol and ESA.""
